UPCOS's governance spans finance, personnel, labour and justice — reflecting how outsourcing policy touches multiple government functions at once, coordinated across departments statewide.

How the structure is organised
Below the Board, UPCOS functions through a small number of operational verticals that mirror its core responsibilities:
Agency Empanelment Wing
Handles vendor registration, document verification, technical/financial evaluation and empanelment renewals.
Department Coordination Wing
Processes manpower requisitions from departments, tracks approvals, and coordinates allocation to agencies.
Compliance & Payments Wing
Monitors wage disbursal, EPF/ESIC deposit timelines, and statutory filings across empanelled agencies.
Grievance & Support Wing
Receives, logs and escalates complaints from employees, agencies and departments through to resolution.
Screening committees (D1–D4)
Candidate selection at the department level is carried out by a tiered screening committee structure, commonly referenced as levels D1 through D4, which evaluates shortlisted candidates against the eligibility and scoring criteria for the specific post before appointment letters are issued.
