Background

Government departments across Uttar Pradesh have long relied on outsourced manpower for support functions — data entry, drivers, security, sanitation, technical assistance and similar roles that don't require a permanent, pensionable government post. For years, each department handled this independently: floating its own tenders, signing its own contracts with local placement agencies, and managing pay and compliance on its own terms.

This fragmented approach created uneven outcomes. Wage rates for similar work varied between departments and districts. Statutory compliance — EPF and ESIC deposits in particular — wasn't uniformly enforced, since monitoring was left to hundreds of individual departmental offices rather than a single accountable body. Grievances had no consistent channel and often went unresolved.

The Uttar Pradesh Corporation for Outsource Services (UPCOS) was constituted by the state government to address this by acting as a single, centralised intermediary between departments needing manpower, agencies supplying it, and the workers themselves.

What UPCOS actually does

In practical terms, UPCOS's role can be broken into four functions:

  1. Empanelling outsourcing agencies — vetting manpower-supply companies against eligibility, financial and compliance criteria before they're allowed to supply staff to any department.
  2. Managing department requisitions — giving departments a standard digital process to request, justify and get approval for outsourced manpower, replacing ad-hoc departmental tendering.
  3. Overseeing statutory compliance — tracking that wages, EPF and ESIC contributions for every outsourced worker are actually deposited on time, rather than assuming agencies will self-report accurately.
  4. Running a grievance-redressal channel — giving employees, agencies and departments one place to raise and escalate problems, instead of each department improvising its own complaint process.

Legal & corporate structure

UPCOS operates as a corporation constituted by the Government of Uttar Pradesh, governed by a Board of Directors rather than a single department head. This board is chaired by the Chief Secretary of Uttar Pradesh and draws senior IAS officers from Finance, Personnel & Appointment, Labour, Justice and Secretariat Administration — reflecting how outsourcing touches multiple policy areas at once (employment law, finance, personnel rules). Why a corporation, and not just a department order?

Structuring this as a corporation rather than issuing a department-by-department circular gives it a few practical advantages: it can hold its own empanelment and compliance records independent of any one department, it can be held accountable as a single body for statutory compliance across the whole state, and it can build a shared digital platform that all departments plug into rather than each building or buying their own.
